Seamanship Rules
Rule #1: Right-of-way- In general, boats with less maneuverability have right-of-
way over a more agile craft. You must stay out of the way of the following vessels:
•a vessel not under command or aground
•a vessel restricted in its maneuverability
•a vessel engaged in fishing
•sailboats: a sailboat has right of way over a power boat. However, if a sailboat is under power (using a propeller to move forward), it is considered a power boat even is the sails are up.
